Dharmendra Pradhan Chairs State Education Ministers' Conclave 2026

Union Education Minister Dharmendra Pradhan said the Centre and States are equal partners in building a future-ready education system while inaugurating the two-day Conclave of State and UT Education Ministers. The meeting focuses on strengthening the implementation of Samagra Shiksha, PM SHRI, PM POSHAN, NIPUN Bharat and other flagship school education initiatives aligned with NEP 2020.

New Delhi, July 22: While inaugurating the two-day conclave of State and Union Territory Education Ministers to examine the Centrally sponsored Schemes of the School Education and Literacy Division of DoSEL, Union Education Minister Dharmendra Pradhan said that the Center and the States are equal partners in strengthening School Education. The conclave was held at the ICAR National Agricultural Science Complex (NASC) in New Delhi.

The Union Minister said that the conclave was an opportunity for the Centre, States and Union Territories to further strengthen their partnership, share best practices and expedite the effective implementation of Centrally Sponsored Schemes, aligned with the objectives of the National Education Policy (NEP) of 2020. He mentioned that the outcome of the conclave would strengthen the collective commitment to provide an inclusive and advanced high-quality school education system in India, and will supplement the PRAGATI review of Prime Minister Narendra Modi.

The Minister mentioned flagship programs and their impact, including Samagra Shiksha, PM SHRI, NIPUN Bharat, PM POSHAN and ULLAS. He urged States and Union Territories to collaborate to improve literacy and numeracy, create a strong education ecosystem using technology and Artificial Intelligence, and develop each learner to their full potential in alignment with Viksit Bharat 2047. He also requested States to promote the Mother Tongue of children along with Multilingualism to improve foundational literacy and learning outcomes.

The Conclave was also attended by the Minister of State for Education, Skill Development and Entrepreneurship, Mr. Jayant Chaudhary, who underlined the need for the Centre, States and Union Territories to work together to reinforce school education and achieve optimum results from education.

Based on information from the Education Ministry, the objective of the Conclave is to promote the common vision of a fair, inclusive and quality school education system and help realize Viksit Bharat 2047. For this, the focus of the sessions will be on improving outcomes for education and enhancing the execution of Centrally Sponsored Schemes. The Education Ministers of the States and Union Territories reiterated the need for collaboration between the Centre and the States, and the sharing of knowledge, as well as their joint dedication to the goal of providing fair, inclusive and quality education to all learners.

Day one had Additional Secretary, DoSEL, Mr. Dheeraj Sahu, present on Samagra Shiksha and other related issues under the PRAGATI framework. Status of education indicators of the States and Union Territories was presented by Deputy Director General, DoSEL, Dr. Pankaj K. P. Shreyaskar. Other attendees were Joint Secretary, DoSEL, Dr. Amarpreet Duggal, Economic Advisor, DoSEL, Ms. A. Srija, and senior officials of the Ministry of Education and State Governments

The Ministry's efforts to strengthen coordination with the States in implementing reforms in school education under NEP 2020, improving learning outcomes, and employing innovative governance and policy measures based on research will be advanced through the Conclave.
